C.A.P.E. By-Laws

Article I-Name

The name of this organization shall be CAPE.  CAPE is an acronym for Christian Association of Parent Educators.

 

Article II-Purpose

Section 1.  The purpose of CAPE is to offer support and information about homeschooling from a Christian perspective to its members and to others interested in homeschooling.

Section 2. Specifically, the purpose of CAPE shall be:

  A. To offer resources and support to homeschooling parents.

  B. To encourage educational growth for parents.

  C. To aid the social and educational growth of homeschooled children.

   D. To assist prospective homeschooling parents in making an informed choice.

  E. To facilitate an informed community awareness of homeschooling.

 

Article III-Membership

Section 1.  Membership shall be open to all persons who are homeschooling or intend to homeschool.

Section 2.  The annual dues for membership shall be determined by the Advisory Board.

Section 3.  Any family desiring membership shall submit a written application and their dues to the registrar.

Section 4.  Privileges of membership shall include: admission to meetings, participation in CAPE sponsored activities, and subscription to CAPE newsletter.

Section 5.  All persons representing CAPE must be approved by the Advisory Board.

 

Article IV-Advisory Board

Section 1.  The Advisory Board shall be the governing body of CAPE.  It shall set policies, plan the budget, appoint committee chairmen, and plan the direction of CAPE.

Section 2.  The Advisory Board shall be composed of the President, Vice-President, Secretary, Treasurer, and a minimum of one member at large.

Section 3.  Advisory Board members shall be in agreement with the CAPE Statement of Faith.  The shall be CAPE members in good standing for a minimum of two years.  (with Advisory Board approval, this requirement can be reduced to one year.)

Section 4.  The term of each board member shall be two years starting in June.  Members may be reappointed.

Section 5.  The Advisory Board shall announce open positions in the newsletter and shall solicit members who wish to be considered for the positions.  The Board may ask other CAPE members to assist them in the nomination process.

 

Section 6.  If the office of President is open, the Advisory Board shall appoint this person first.  Then the President-elect and the Advisory Board shall appoint the other officers.

 

Article V-Meetings of Advisory Board

Section 1.  Advisory Board meetings shall be held upon the call of the President or upon the request of two boardmembers.  Exceptions will be made for emergencies.

Section 2.  Members of the Advisory Board shall be expected to attend all Board meetings.  Exceptions will be made for emergencies.

Article VI-Officers

Section 1.  The officers shall consist of President, Vice-President, Secretary and Treasurer.

Section 2.  The President shall preside at all meetings of the members and the Board, coordinate the activity calendar, oversee evening meetings, be the chief contact person and be a media spokesman.

Section 3. The Vice-President may assist the Chairman in any of the above duties and shall serve in the absence of the President.

Section 4.  The Secretary shall take all minutes and notify Board members of meetings.

Section 5.  The Treasurer shall have charge of the money and books of account, shall pay all bills, and shall submit a complete financial report for the preceding fiscal year by September 1.

 

Article VI—Amendment of By-Laws

Section 1. The by-laws may be amended by a majority vote at a membership meeting.  Notice of the amendment shall be given in the newsletter one month prior to this meeting.

 

Article VII– Fiscal Matters

Section 1.  The fiscal year of CAPE shall be August 1 to July 31st. 

Section 2.  Any member may request a current financial statement as evidence of accountability.
